I am looking for some help and expertise in identifying this font, please.

Hello Monica, this is a Cold Spring Granite font named Monument Times New Roman. It also appears that the plotter of whoever cut this stencil may have been malfunctioning, as the characters have been a bit mangled and lack their usual crispness.
