Hello Kris, yes, this looks like someone created a digital version of the SKS Double Outline alphabet from the medium sizes (1.25″-1.75″) and used it for all of the lettering on the memorial, regardless of size.
The MLC version of the font should match this very closely, although there may be some differences, including the size and style of the punctuation.
