    Hello, this is a version of a Modified Roman alphabet that was first made available by the Holes and McClellan company on metal sheets for transferring to stencil. The company later became the Floyd A. Holes Company. The version on the memorial from your photo looks like the serifs were made slightly longer by the stencil cutter. The Monument Lettering Center has created a digital version of the font, which is available in the shop, here:
