Hello, this is an unknown letter style. It is likely that it was hand-drawn, as many older memorials had hand-drawn surname lettering, due to the fact that most metal and plastic alphabets did not typically go above 3″ to 4″ in height.
It does, however, bare a resemblance to the Holes & McClellan/Floyd A. Holes Co. Modified Roman, though it looks like it has been given much wider letters: https://www.monumentletteringcenter.com/product/mlc-fah-modified-roman/
