Good afternoon, this looks like it is a poorly drawn digital version of the Broad Double Outline alphabet. There were at least two different plastic stencil press versions of it available, and I have a digital version in the font shop that is based on the PMD Cutrite alphabet, here: https://www.monumentletteringcenter.com/product/mlc-cutrite-broad-double-outline/
