Hello, this is the US Government font for VA headstones. There are several versions available in various monument design software with small differences. This version seems to have been given an incorrect more narrow zero.
The MLC has two versions of the font available, and it appears that the closest match to this is the plastic ScotchKut Government. The MLC version of the font is available here: MLC Government SKS
